Applying Green Card for Relatives?

My Dad, who's an U.S. Citizen, wants to applied a green card for my grandmother who's currently not living in U.S.A. Just wondering, what form I will need to filed and does my grandmother needs to be here to do it.

US Immigration: Green Card Reentry Permit?

Dear Users,
My brother and his family are on a family based green card and
visited U.S.A in 2005 and 2007 and returned to India taking reentry
permit from USCIS. As per their current reentry documents they are
supposed to come to U.S by August 2010, But currently, my parents in
India are too old and they need my brother's support, So, is there any
option as to extend their stay in India without revisiting U.S in
august.

By the way my nephews (my brother's children) who got their green card
in a similar way are currently working in U.S.

Please suggest us the possible options.
