Is it true the marriage based green card takes 6-15 months?

The USCIS indicated the length of the waiting period is about 7.3 months. I have been waiting for 9 months.

I can understand there is a backlog, and every application goes to the Chicago lock box and it depends on how many applied from which state you are from....

I would like to know if its true the length processing time is from 6 to 15 months?
