Are the odds for the green card lottery really different in different countries because of quotas?

I read that the US has quotas for the number of green card lottery winners from each country so your chances of winning depend on how many people enter the lottery in your country and your country's quota. Is this true?
What about Australia and New Zealand?

i know 55,000 are chosen but how many usually enter?how many years would you have to do it before those odds begin to tip in your favour?
