Are the odds for the green card lottery really different in different countries because of quotas?

I read that the US has quotas for the number of green card lottery winners from each country so your chances of winning depend on how many people enter the lottery in your country and your country's quota. Is this true?
What about Australia and New Zealand?

For the Diversity Visa Lottery, why do certain countries have higher numbers qualifying?

Looking at last year's Green Card Lottery results, I see that a small country like New Zealand had 269 winners whereas the country of my birth (Hong Kong) had a paltry 75 (SEVENTY FIVE!!!!!) chosen. Does it hurt my chances of winning the lottery if I come from a country that only picks less than 100 people?

Please help me. I am so desperate to move to the states!!!!
