I need a sample letter for unrecorded birth certificate?

I am applying for a green card (USA) and required to submit my birth certificate, but unfortunattely I don't have one and I cannot submit the one that created recently (by goverment). They want a letter from my goverment that state my birth was not recorded. I am not sure what is the content of that letter exactly so if you have a sample of that letter (in English) and would like to share with me (you don't have to include you data on it) I really appreciate it.
